Congestion charge a possibility for HeathrowWith Terminal Five looming on the horizon and demand for air travel showing no sign of dwindling any time soon Heathrow could become the UK's second congestion charge zone.

The Department for Transport has proposed plans for a toll to try to reduce the extra carbon emissions as a result of the increase in airport traffic.

Plans include a possible charge of up to £10 and additional charges from £2 to £20 for all drivers coming into the airport to collect and deliver passengers.

The scheme is expected to be met with scepticism by flyers and environmentalists alike.

Meanwhile, BAA, which operates Heathrow, Gatwick and Stansted airports, responded yesterday to its referral to the Competition commission by the Office of Fair Trading.

Stephen Nelson, chief executive of BAA, maintained that passenger experience was being compromised by a lack of capacity.

He said: "This deficit is the result of a complex interplay between political, planning and environmental issues."

And Mr Nelson once more moved to welcome to the referral.

"It provides a more structured basis for the Competition commission's review, reinforcing our confidence that BAA will be kept together, an outcome which we believe is in the best long term interests of passengers," he added.
